What a Telegram chat scraper actually does
A Telegram scraper, also called a group parser, signs in to Telegram with a user account or bot, opens a chat that account can see and copies what's inside: message history, authors, dates, sometimes the member list. What you get is a file. Working out who in it is worth a message is still your job.
Almost every tool follows the same four steps, whether it's a bot you chat with, a desktop app or a short Python script.
Step 1: Connect an account
A Telegram account or bot that is already in the chat.

Paste group links or find them by keyword.
Step 3: Pull the history
Messages, authors and dates come through the Telegram API, within its rate limits.

Telegram parser vs AI search: same chats, different output

Three questions to ask before you scrape a Telegram group
Most people reach for a Telegram group scraper because it feels like the fastest route to leads. Before you run one, answer three questions honestly. They decide whether you need a file at all.
What will you do with the rows? If the answer is "message everyone", you're planning a mass DM campaign, and that's where bans and complaints come from.
Who will read them? A scrape of five busy chats can mean days of reading. Budget that time, or let something else do the reading.
How fresh does it need to be? A request from last Tuesday is often already answered. An export is a snapshot; new buyers post all the time.

Is a Telegram group scraper legal? Ban and data risks
Being able to read public messages doesn't mean you can do anything you like with them. Two rulebooks apply: Telegram's own terms and data protection law such as the GDPR.
Telegram's Terms of Service (checked 23 September 2026) forbid using the service to send spam, and say breaking the rules can lead to a temporary or permanent block or limited features. The riskiest pattern is scrape-then-DM: export a member list, then message thousands of strangers who never asked.
The GDPR doesn't stop applying because data is public. Usernames and messages are personal data, so you need a lawful basis, a clear purpose and a way to handle deletion requests. This isn't legal advice, and our guide below goes deeper.

Never send bulk messages to people pulled from a member list.
Reply in context, to the person who asked, and say where you saw the question.

When a message scraper is still the right tool

If you do scrape, keep it to chats you have a real reason to archive, and store the file somewhere with access control. A forgotten CSV of usernames on a shared drive is its own data problem.
